weight training will help with that, and if done right will just tone them up (not make you look like a body builder)

Unfortunatly, you can’t target where your weight comes off.
The best you can do is to try to incorperate more arm-specific strength training into your workout. Don’t be afriad to lift weights!
The muscle you build should begin showing itself when you become closer to your target weight. Good luck!

You can use weights and life weights.
or there is this program that my mom and i tried that is called 7 shapely secrets. It is a motionless exercise program where you focus on flexing your arms in your biceps and triceps and your legs for certain periods of time to help tone and lose wieght. and it actually works and after a few times of doing it you can realy feel it working. Good luck and congrats on your success already! :]

Remember it takes time to get your ideal shape and do not stop. Using lower weights and doing more reps slowly will help in building your muscles.
